Hilliard Blocks Islamic Center Expansion — NICC Fights Back in Federal Lawsuit

In a deeply troubling move, the City of Hilliard, Ohio, has rejected plans by the Noor Islamic Cultural Center (NICC) to open a new Islamic center on Britton Parkway—prompting a federal lawsuit that could have major implications for religious freedom across the state.
NICC, one of the largest and most respected masjids in Central Ohio, proposed converting a former BMW Financial Services building into a much-needed second location to accommodate their growing community. The new site would have served families in the Hilliard and surrounding areas with prayer space, educational programs, and community services.
Despite the property being appropriately zoned and the NICC team addressing all planning requirements, the city denied the application. In response, NICC has filed a federal lawsuit under the Religious Land Use and Institutionalized Persons Act (RLUIPA), which protects religious institutions from discriminatory zoning practices.
“This building has more than enough parking. It was never about logistics—it was about bias,” said Joe Miller, a representative of the plaintiffs. “It’s heartbreaking that in 2024 we are still fighting for basic religious accommodation.”

Attorney David Ball, representing the NICC team, stated that other organizations—both religious and non-religious—have been allowed to use similar properties for gatherings without interference. “NICC is being singled out, plain and simple,” he said.
